Mapping of IAIS papers to the Framework

The IAIS Framework for Insurance Supervision (the Framework) – refer to the figure below – has been used as the basis for categorisation of the IAIS papers and for the purpose of developing an index and naming convention for those papers.

Outline of the Framework for insurance supervision


The IAIS Supervisory Papers and certain Supporting Papers - in particular, issues papers and discussion papers - have been allocated to a particular Level and/or Block of the Framework, according to the assessed dominant aspect of its subject matter and content.

 

Naming Convention

A naming or numbering convention has been adopted effective October 2007 to organise IAIS papers according to the Framework. All existing IAIS principles, standards and supporting papers have been mapped to the framework and assigned a new reference number according to the new naming conversion. However, the actual document name and number for papers issued before October 2007 will not change. For ease of reference an index of IAIS papers mapped to the framework is provided. The index provides the mapping to the framework as well as the actual document name.

Papers are named based on the level and block of the framework that they have been allocated to as follows:

where

A is the letter(s) P, S, GP IP, DP to designate Principle, Standard, Guidance Paper,
Issues Paper or Discussion Paper


X
is the first number and will be 1, 2 or 3 to designate Level within the Framework
(1 = Preconditions, 2 = Regulatory Requirements, 3 = Supervisory Action)


Y
is the second number and will be 1, 2 or 3 to designate Block
(1 = Financial, 2 = Governance, 3 = Market Conduct (only where first number is 2 - Regulatory Requirements)


z
is the third (or second) number and is the sequential number of the particular paper, in chronological order,
within that category of Level/Block

Example S2.2.3

The name means the paper is a Standard issued in relation to Framework Level 2 (Regulatory Requirements) and Block 2 (Governance). This standard would be the third standard (by date of issue) in relation to this level of the Framework (Level 2, Block 2).
